Ground Penetrating Radar Scanning at Colonial War Memorial Hospital, Suva, Fiji.

South-East Scanning recently demonstrated its global operational capabilities by undertaking a comprehensive structural analysis survey at the Colonial War Memorial Hospital in Suva, Fiji. Commissioned by PlanPac in Townsville, and funded by the World Bank, this project was pivotal in deciding whether the hospital’s aged structures could be preserved or needed complete reconstruction. Our assignment spanned three historical buildings, including the Japanese-built Children's Hospital, the Maternity Ward, and a 1921 building originally constructed under the British Colonial Administration.

Methodology and Advanced Scanning Technology

Utilising the Proceq GP8000, a state-of-the-art ground penetrating radar (GPR), our team meticulously evaluated the structural integrity of concrete slabs, walls, columns, beams, and other critical features such as stairwells and concrete embankments. The Proceq GP8000 is known for its high-frequency radar pulses, which provide real-time, non-destructive measurements that are essential for mapping out reinforcement patterns and identifying potential defects within the concrete. This advanced technology ensured that we could deliver high-quality GPR data, which was crucial in assessing the viability of the hospital’s infrastructure.

Challenges in a Tropical Environment

Operating in Fiji’s tropical climate presented unique challenges, notably the effects of humidity and corrosion on building materials. These environmental factors can accelerate degradation processes, complicating the integrity assessments of older structures. Additionally, conducting precise GPR scans in a functioning hospital required careful scheduling to minimise disruptions to medical operations, showcasing our team’s adaptability and commitment to high standards of project execution.

Key Findings and Historical Insights

  • 1921 British Colonial Building: Scanning this historic structure offered fascinating insights into past construction methodologies. It was intriguing to see how the building’s ‘skeleton’ had withstood the test of time, revealing the quality and craftsmanship of earlier construction practices.
  • Children’s Hospital: This Japanese-built structure demonstrated excellent structural health, with consistent reinforcement aligning closely with existing plans, suggesting it could be repurposed or renovated confidently.
  • Maternity Ward: While the exterior walls were robust, interior blockwork exhibited some deficiencies that needed addressing, especially voids and sub-standard core filling.
  • “1965” Building: named by the local Fijians for its construction date, the “1965 buildling” demonstrated solid slab construction with some variability in reinforcement, requiring further investigation into certain areas that suggested evidence of structural degredation.

Impact of GPR Data on Project Decision-Making

The comprehensive GPR data provided was instrumental in determining the future of these buildings. For the World Bank and PlanPac, this information was critical in deciding whether to retain the existing structures or proceed with a demolition and rebuild strategy. The detailed structural integrity reports ensured that informed, safe, and economically feasible decisions could be made regarding the hospital’s renovation or redevelopment.
